STRATEGIC CYBERSECURITY LEADERSHIP

Executive Cybersecurity Expertise Aligned with Your Business

Cybersecurity leadership requires more than technical knowledge. Organisations need a clear security strategy, effective governance, accountable risk management and informed executive decisions to address evolving threats and operational dependencies.

A Virtual Chief Information Security Officer provides senior cybersecurity advisory capability without necessarily requiring a permanent, full-time executive appointment. The engagement can supplement existing leadership, support a developing security function or provide additional strategic capacity.

Defensive Security supports organisations in connecting cybersecurity priorities with business objectives, enterprise risk management, applicable security requirements and measurable security improvement activities.

Review escalation arrangements, executive decision points, incident communications responsibilities, preparedness exercises and lessons identified from security events.

Provide governance advice on material supplier risks, managed service dependencies, third-party assurance, contractual security considerations and concentration risks.

05

Cybersecurity Program Leadership and Continuous Improvement

Security improvement requires consistent direction, clear priorities, effective coordination and visibility into the progress of agreed initiatives.

A vCISO engagement can support security program planning, initiative prioritisation, technology investment advice and coordination with internal technology teams, external providers and executive stakeholders.

Program oversight can include tracking risk treatment actions, monitoring agreed performance indicators, reviewing security roadmap dependencies and escalating significant delivery or control issues.

The engagement can also support security policy development, capability planning, stakeholder communication and ongoing improvement of cybersecurity governance practices.

Engagement scope: vCISO services provide agreed advisory and leadership support. Formal executive appointments, delegated decision-making authority, operational management, incident response availability and responsibility for implementing controls must be expressly defined. Advisory oversight does not automatically constitute independent assurance or certification.

HOW WE WORK

Our Five-Step vCISO Engagement Approach

Our structured engagement model establishes cybersecurity priorities, defines leadership responsibilities and supports ongoing governance, risk oversight and security program improvement.

01
STEP 01

Understand

Understand business priorities, security challenges, existing governance and leadership needs.

02
STEP 02

Establish

Agree engagement scope, governance arrangements, reporting lines and advisory responsibilities.

03
STEP 03

Prioritise

Define strategic priorities, risk treatment needs and a practical security improvement roadmap.

04
STEP 04

Advise

Provide ongoing executive advice, security governance support and program oversight.

05
STEP 05

Review

Review program performance, emerging risks, assurance findings and changing priorities.

Engagement governance: The vCISO’s reporting line, agreed availability, access to information, confidentiality obligations, authority to make recommendations and escalation arrangements should be documented. The client retains responsibility for formal approvals, operational control ownership and acceptance of residual cybersecurity risks.

BUSINESS OUTCOMES

What Can Your Organisation Achieve?

A structured vCISO engagement can help organisations improve cybersecurity leadership, strengthen governance, support informed security investment and establish a more consistent approach to managing cyber risk.

01

Clearer Cybersecurity Strategy

Establish more consistent cybersecurity priorities, strategic direction and alignment with business objectives.

02

Stronger Security Governance

Improve accountability, governance arrangements, security decision-making and executive oversight.

03

Improved Cyber Risk Decisions

Support risk-informed decisions through clearer assessments, treatment options and management reporting.

04

More Focused Security Investment

Prioritise security initiatives according to business risk, available resources and implementation dependencies.

05

Better Executive Visibility

Improve board and executive reporting on cybersecurity risks, control assurance and program progress.

06

Flexible Executive Capability

Access strategic cybersecurity advisory capacity through an engagement model matched to organisational needs.

WHO WE SUPPORT

Executive Cybersecurity Leadership for Australian Organisations

The need for cybersecurity leadership varies according to organisational scale, operational complexity, security maturity, regulatory obligations and available internal capability.

01

Enterprise Organisations

Support organisations seeking executive cybersecurity advice, stronger governance, enterprise risk integration, security program direction and clearer reporting to senior management and boards.

02

Government Agencies

Support government cybersecurity governance, strategy, assurance planning and executive reporting, subject to the agency’s applicable policies, formal appointments, security requirements and delegations.

03

Critical Infrastructure Operators

Support executive oversight of cybersecurity risk, operational resilience, supplier dependencies, security improvement priorities and relevant critical infrastructure obligations.

Role and accountability: An external vCISO engagement does not automatically satisfy requirements to appoint an internal accountable officer, establish an authorised executive role or allocate statutory responsibilities. Government appointments, personnel security requirements, access authorisations and delegations must be assessed for each engagement.

FRAMEWORK-INFORMED CYBERSECURITY LEADERSHIP

Cybersecurity Governance Frameworks and Australian Requirements

Our vCISO advisory approach considers recognised cybersecurity governance frameworks, risk management standards and applicable Australian security requirements. Their relevance depends on the organisation’s sector, jurisdiction, governance arrangements and security responsibilities.

CYBERSECURITY GOVERNANCE FRAMEWORK
01

NIST Cybersecurity Framework 2.0

The NIST Cybersecurity Framework provides an outcomes-based approach to cybersecurity risk management across Govern, Identify, Protect, Detect, Respond and Recover.

Its Govern function, Organisational Profiles and Implementation Tiers can inform executive oversight, security strategy, risk governance and prioritised improvement planning.

AUSTRALIAN CYBERSECURITY GUIDANCE
02

ASD ISM and Essential Eight

The Australian Signals Directorate Information Security Manual (ISM) provides guidance on cybersecurity governance, security roles, risk management, security controls and assurance.

The Essential Eight and its maturity model can inform prioritised security uplift and executive oversight within their intended scope.

INTERNATIONAL SECURITY AND RISK STANDARDS
03

ISO/IEC 27001 and ISO 31000

ISO/IEC 27001:2022 establishes requirements for an information security management system, including leadership, risk treatment, performance evaluation and continual improvement.

ISO 31000:2018 provides principles and guidance for organisational risk management. These references can inform security governance and enterprise risk integration.

COMMONWEALTH GOVERNMENT SECURITY
04

PSPF and Commonwealth Risk Policy

The Protective Security Policy Framework (PSPF) establishes protective security requirements for applicable Australian Government entities.

The Commonwealth Risk Management Policy establishes mandatory risk management requirements for non-corporate Commonwealth entities. Applicable executive roles, governance and accountability arrangements must be retained.

NSW GOVERNMENT CYBERSECURITY
05

NSW Cyber Security Policy

The NSW Cyber Security Policy 2026-2027 establishes cybersecurity governance, risk management, security control and reporting requirements for in-scope NSW Government agencies.

Relevant NSW Treasury risk management requirements and Cyber Security NSW directives may also inform governance, assurance and executive reporting.

SECTOR AND REGULATORY REQUIREMENTS
06

SOCI Act, Privacy and APRA CPS 234

The Security of Critical Infrastructure Act 2018 (Cth) and applicable rules may impose security and risk management obligations on specified critical infrastructure entities and assets.

Relevant privacy requirements and APRA Prudential Standard CPS 234 may also influence cybersecurity governance and information security oversight for organisations within their respective scopes.

Framework Applicability and Executive Accountability

Frameworks, legislation, government policies and industry standards have different purposes and jurisdictional scopes. Their application must be assessed according to each client’s legal status, sector, information classification, contractual obligations and security requirements.

A vCISO engagement can support governance and risk management activities but does not automatically transfer statutory obligations, replace mandatory office holders or establish regulatory compliance.

Advisory, Management and Independent Assurance

Cybersecurity governance and program oversight form part of management’s responsibilities. Independent assurance is a separate activity requiring suitable independence, competence, assessment criteria and evidence.

Where a vCISO advises on or directs security controls, subsequent independent review of those activities may require a separate assessor. Advisory findings do not automatically constitute audit opinions, certification, government accreditation or regulatory approval.
